Scarcity is rarely about how much water exists. It is about timing, distribution, quality, infrastructure and governance — physical shortage is only one of five ways to run short.

A country can have abundant water and people who cannot get any. Understanding scarcity means separating five quite different problems that the single word conceals.
Physical scarcity
There genuinely is not enough water in the basin to meet demand. The Gulf states, north Africa, parts of northern India.
Economic scarcity
The water exists but the infrastructure to abstract, treat and deliver it does not. Much of sub-Saharan Africa falls here — abundant rainfall, inadequate storage and distribution.
Seasonal scarcity
Annual totals are adequate but concentrated into a wet season, with insufficient storage to carry water through the dry one. Monsoon regions.
Quality scarcity
Water is present but too polluted or too saline to use. Increasingly common, and often the fastest-growing form.
Institutional scarcity
Water is available and infrastructure exists, but allocation, tariffs, maintenance or governance fail. Intermittent supply in cities that have adequate resources.
Renewable freshwater per person
The conventional first measure of national water availability. It captures physical scarcity only, and averages across seasons and regions.

A per-capita average conceals seasonal and regional distribution entirely. A country can be water-rich on this measure and still have cities that run short.
Widely used shorthand rather than a physical law. The thresholds take no account of storage, efficiency, seasonality, water quality or what the water is used for.
Why national averages fail
Water scarcity happens in basins and in seasons, not in countries and in years. Brazil has more renewable fresh water than any other country and São Paulo came within weeks of supply failure in 2015. Australia is dry on average and its wet tropical north has water it cannot use where it is needed. China has adequate water nationally and a severe deficit on the North China Plain, which is why it built the largest water transfer scheme in history.
