Usually yes, and the limit is not a Hydrionis decision. Every observation resolves to a source, and every source records whether its publisher permits redistribution. Where the publisher permits it, the values are in a bulk extract. Where it does not, the values can be read on the site, charted, and cited — and Hydrionis will not republish them in a file. 66 of 210 sources currently fall into that second category.

There are three ways to take data, and they suit different jobs. A page-level download gives you the series in front of you. A dataset page gives you a governed dataset with its version, methodology and citation. The bulk archive gives you the whole extract set, split by publisher, for loading into something.

For most of the registry, yes — but this is the question to check rather than assume, because it is recorded per source and 88 sources do not clearly permit it. A dataset’s position is the most restrictive position of every source that contributed to it, and it is stated on the dataset page rather than left to be worked out.

Where Hydrionis computed a value, the rights come from every input rather than from the calculation. Doing arithmetic on somebody else’s data does not launder its licence: a derived value is never more freely usable than the most restrictive source behind it.

The publishers, where their licences say so — and that is an obligation to them, not to Hydrionis. 182 of 210 sources make attribution a condition of use. The required wording for each is on its source page, and every dataset page carries the composed block for its own contributing sources, ready to paste.

No, and it would be wrong to imply otherwise. Hydrionis relays public and open data. Normalising a series, converting its units and serving it as JSON does not make the underlying numbers Hydrionis’s. If you take an unmodified public value from this site, you owe the publisher whatever its licence requires and you owe Hydrionis nothing enforceable.

There is a real thing to ask for, and asking for it honestly is more use than over-claiming. Where you rely on work that is genuinely Hydrionis’s — a value it computed, a methodology, a compiled dataset, an eligibility judgement, a chart — citing it lets your reader retrace that step. That is a scholarly norm rather than a licence condition, and it is offered in those words.

Include the version and the access date. Hydrionis republishes when publishers revise history, so a citation without both cannot be checked later — which defeats the purpose of citing it.

Rights questions about a specific set of sources, a specific onward use, or a written confirmation for a client are answered against the actual rights record rather than in general terms. Send the details and say what you intend to do with the data — the answer is only as useful as the question is specific.
