Licensing
Publicly accessible is not the same as commercially reusable. Hydrionis treats those as different questions with different answers, and records both.
Rights classes

Free and open data first
98.5% of registered sources are free or open, against a design target of roughly 95%. Where a valuable source is paid or permission-restricted, Hydrionis records that it exists and what it covers, identifies open alternatives, and builds equivalent coverage from those instead. 15 sources are currently recorded but deliberately not used on that basis.
Downloads and the API
Rights for public display and rights for redistribution are enforced separately. A value can appear on a page under a source that permits display and citation, while being excluded from a download because that same source does not permit redistribution. The download layer checks the source rights record rather than assuming.
