Combined sewer overflow
Not a treatment process but a designed relief point. In combined sewers that carry both foul sewage and rainfall runoff, overflows discharge diluted sewage to a watercourse during heavy rain to prevent the network backing up into homes.

How it works
When flow exceeds the capacity the network can pass forward to treatment, excess spills over a weir into a receiving water. The design intent is dilution by rainfall; the failure mode is spilling in dry weather or at low rainfall, which indicates a network or capacity fault.

Trade-offs
- Prevents internal sewer flooding, which is a serious public health hazard in itself
- Separating surface water from foul sewers removes the cause but requires rebuilding urban drainage at very large cost
- Storage tanks and sustainable drainage reduce frequency without full separation
- Event duration monitoring has made the scale of discharge visible for the first time, which is why reported spills rose as monitoring expanded
