Ingested in Sprint 8 to describe the facilities EIA-923 reports water for. It supplies three things the water return does not: an operator name rather than a numeric utility id, plant coordinates, and generator-level ownership with percentage shares. The coordinates are what make a defensible spatial relationship possible — they are queried against the Watershed Boundary Dataset with the coordinate system declared explicitly, and the result is recorded as where a facility *stands*, never as what it uses. The ownership schedule is the basis of the Hydrionis company graph and is deliberately its whole basis: a percentage a named company filed on a federal form about a specific generator is evidence, and a corporate hierarchy assembled from anything less is not. EIA-860 also states its own water source name for each plant, which disagrees with the water return at 157 of the 838 facilities held; both are kept and the water return is preferred, because it is the form that reports the withdrawal.
