Ingested, and its limits are worth stating precisely because they decide what can be built on it. Each edition carries six per-company indicators for a single regulatory year — leakage per capita, leakage as a share of distribution input, distribution input per capita, per-capita consumption, and household and non-household meter penetration — for eighteen companies. Only two editions exist, covering 2023-24 and 2024-25, so this route yields six English utility indicators over two years, not the long series the blocked Ofwat dataset holds. A five-year table also appears in each edition but is national rather than per company. That matters for spec §27: the composite utility index needs three indicators over five common years at utility level, and two years does not reach it — so this source improves utility depth without triggering an index, which is the honest outcome rather than a reason to lower the threshold. Figures use regulatory years running April to March and the company-reported water balance, so they are not comparable with international non-revenue water percentages or with the French linear leakage index Hydrionis already holds; definitions have also been restated between editions, which needs checking per metric before any series is published.
